How do you fasten the gas tank cover to the body ? What type of fastener is used on the edge of the body ?

There is a panel (cover) on each side with captive nuts on the top edge. Bob drake made them a while back

I understand the fenders, and the screws , but what does the screws fasten to, and how . I have the four large holes
below the body line. I know the bolts go their but what kind of fastener goes under the holes to hold the cover
    down ?

I would think there are supposed to be captive nuts that hold the screws.
