Is there any real purpose of this frame horn notch or necked down area?

That's where the OEM front cross-member was positioned and held on via 3 x rivets on each top frame rail. Probably designed by Ford to be stronger that way? Plus the inner fender aprons are designed to fit to the frame contours.

If you're talking about the narrower section at the end of the rail, those ends are parallel so the bumper brackets are square. The three rivets in the top of the rail are just behind that section, and is tapered all the way to about the door post.

Thanks! My car came fenderless. I don't like the appearance, I think I may make it the same width as the rest of the frame. Car is staying fenderless and I am not running bumpers. So It may require a little modification on the inner fender aprons.
