The car is Joe Gemsa's Calgo spl. though it doesn't appear to be him driving in that shot. He had a couple of Calgo spl's. in the 40s-50s but I don't know if he built them.

 

Looks like the inside for grip when on the rail and the outside to slide a bit......but maybe it's all the had for that race.

I don't know much about anything but...
On the different tread.
Those dirt cars only turn left.
The back end needs to drift around
the turn while the right front has to keep a grip
or the car will plow, because the left front tire looses grip,
and the right side tire has to handle everything.
Just saying
