Not sure, but the T-shirts for sale on the curtain right behind it are from Dan Fink Metalworks so, it's probably a safe bet that he's the one building the car.
The steel 27 T is actually super-sized from stock dimensions so it fits better on a deuce ch***is. There was an article about them in Street Rod Builder (I think?) about a year or so ago when the first one was built. Now they're re-popping them for sale.
