They forgot "Ran when parked"...That's what the owner did, not the car.

 

In the area where I lived years ago one of the lines used on cl***ified ads was " spare tire has never been on the ground " which I ***umed was supposed to indicate good condition and/or low mileage.

The one I wondered about regarding condition, and perhaps the honesty of the seller, read " steering wheel has never been on the ground ".

And yes the interpretation is spot on
