History What year is this?

Hoping maybe one of you savvy HAMBERS could tell me what year this would be? I’m only good enough to place it between 1928-1932. It belonged to my grandparents (now in their mid 90’s) when they were first married and I’m giving an effort to track it down...if it even survived all these years. .
