I picked up this old Scheifer flywheel for my flathead build but the steel insert isn’t rating away and needs replaced. Are there any shops out there that can remove the old insert and bond a new one to it? Thanks for the help.

If that flywheel is like the Scheifer for sbc I had in mid 60s, that's a bronze alloy metal spray. If moisture ever got in to the aluminum behind the sprayed area through heat checks, etc. then corrosion set in on the aluminum and got between the bronze and aluminum with the result you see here.
I'm not sure they are still around, but one of the other custom flywheel makers may be able to machine it out and install a riveted in steel insert.

You might look into plasma spraying to get it resurfaced. The ‘wheel can be chucked up in a lathe and the damaged bronze can be removed. It can then be resprayed with about .030 bronze and resurfaced.
