32 Ford Welled Fenders, what holds the wheel? PICS ADDED

Here is a pic of a drivers side fender and the bracket.The long arm of the bracket mounts on the frame .Original frames have the 4 holes already punched in.The brace, besides mounting to the frame bracket, attaches to the cowl. Here is the pic.

 

Wow, that's a '32 fender with the very rare "bike rack" option. Don't see too many anymore. Like a log.
