Hot Rods 29 Tudor Rear Fenders

I have left and right rear fenders that I bought from different sources. They will both bolt on the car and all the holes line up and have a nice welt gap to the quarter. I noticed that the cutout for the running board apron is larger and slightly different shape on the passenger side. I have not fit the apron on as the body is still on a work table. Does anyone know which fender is correct?

 

Black on the right with the bigger apron cut out is a 30-31 fender the other one is 28-29
