The way I understand the RPM act, at least at first glance, is that it protects the modification of production vehicles to be used only in sanctioned compe***ion and not registered or driven on public roadways. All well and good but what about street driven vehicles? What cons***utes an illegal modification? A more radical cam? A nitrous system? Or something as mundane as a freer flowing air intake? If they can do this to the racing crowd you can bet the antique/cl***ic enthusiasts are next. After all, most of our cars are pre emission and are therefore killing people and the planet. We gotta nip this in the bud, Ange, before they make our cars static museum pieces.

Tom.. in California a chrome exhaust tip can be considered a violation. (Modified Exhaust) How many OT Honda’s are illegal?
Anything with a CARB, California Air Resources Board, sticker is subject to a referee. GM LS conversions are sold in California by dealerships to smog covered 70-80-90’s vehicles do have CARB certs and now need to meet current laws.
My old Y-Block has a PCV system making it polluting far less than original. I could easily a 2 catalytic converters making it an almost zero emitting vehicle. If required by law it would be my only option.
Everyone thinks in California the pre 73 are OK. This is not true as they can go back to 66 when AIR were installed and you never see them today but if they wanted could enforce these already existing laws.

I was born and raised in CA. It used to be a good state but, by '86, I voted with my feet and moved to OR.

It has it's own problems but, not with cars.

"Yet" being the operative word. I live in Tennessee and we don't have emissions inspections except in Nashville and surrounding counties, and Knoxville (I think). TN is actually going the opposite direction and eliminating emissions inspections statewide by next year, I believe. But the Feds can force the states to do things by threatening to withhold highway funds, etc. I'm just glad we don't get all the government we pay for.

I thought this is the reason SEMA was established, to protect the rights of anything having to do with the automotive aftermarket business. HRP

Hate to be that guy, but something doesn't add up here. They're still selling the unit that they claim the EPA fined them for, as are a lot of other speed shops. I'm guessing there's more to the story.
