Texas is a big state but one of the members over on the '54FCOA is not having any lock finding a good painter, he's not looking for a show car paint job just driver quality paint. He is willing to travel to get it done. HRP
Have him stop in an automotive paint jobber (auto parts store that sells paint) and have a conversation with the sales people about painters in the area. Talk about quality, cost and production ( you don't need a paint jail) tell them what you have and what your looking for. If your lucky that town will have more that one jobber so you might get a more rounded idea of what's going on.
Being an old "Fort Hood boy" who married a Texas girl I'd say that he needs to think past the Killeen area. I don't know who is doing decent paint work in the Waco area anymore but there are some pretty decent shops there. Austin is 70 miles and there are all levels of paint shops there. Plus all the towns between Waco and Austin along I 35 if he isn't game to go further.
Martins Rod and Custom is just down the road from him in Lampasas. They do a lot of real nice driven rod work. https://martinsrodandcustom.com/
Temple is easily close enough. I doubt the painter at Martin brothers would let a less than show quality paint job out the door and I can't blame him a lick.
