There's a 36 build thread and the guy shows how he dropped his headlights. I can't seem to find it... was a guy in Oz or New Zealand. He had a long build thread. Maybe someone can post it. Basically he dropped the mounted up into the bucket farther so the buckets were closer to the fender.
I think UK ford pilot had smaller headlamp stands which would bring the 36 headlamp down closer to the fender

Here's how I made dropped headlight pedestals for my 37 Packard. Starting with 1/8" plate for the base and light mount, the filled in with 18ga steel sheet. I fitted 41 Plymouth park lenses for turn signals. Final result is a 3" drop.
