I think it is a combination of not having the shoes adjusted properly. I feel the lining of the shoes are high on top and the shoes is not seated in the drum 100%. I guess that’s what re arching the shoes accomplish.

I bought some new shoes for my 40 brakes from Carpenter a few years ago, and the steel shoe was not machined correctly. The lower pivot was too thick, and I think too low. I had to grind it thinner so it would pivot on the br*** cam, and I think I sanded a bit off the top of the shoe lining so the drum would fit on.

Check that your shoes will pivot after the lower anchor is tightened.
