Found this cool steering wheel .Hoping i can use in 39 Plymouth pu . Problem is someone destroyed the threaded top and ended up cutting the shaft below the hub. And no damage to the wheel itself.Any ideas how to approach this?

Push out the stub with a steering wheel puller?

Carefully cut the top of the shaft off flush with the wheel. it sure looks like that wheel is threaded onto the shaft. If after being ground flat, the shaft won't press out of the wheel, you will probably need to cut or drill the center out. The Plymouth column you have should have the wheel slide onto the smooth shaft with a key in it, and had a nut on top to lock it in place At the worst, you may have to weld what ever center piece you will need to install on your Plymouth column.

That's a '53 Buick Special wheel. Take the cap off, remove horn ring. The holes for your puller are in the hub.
It'll take a splined stub from a Buick or Cad welded to your shaft to make it work.

That shaft is mushroomed on the end from someone pounding on it. A puller won't work until you cut off the end and maybe even counter bore it down into the hub a bit

Those are great looking wheels that don't get a lot of attention.
Not the first wheel that I have seen that someone beat the **** out of the end of the shaft so bad that you couldn't take it off the right and simple way. Usually done by some guy who was told "just take a hammer and hit the end of the shaft and it will pop right off but wasn't told that you had to have your knees pressed tight and hard against the back side of the wheel and you had to hit the shaft square and flat.
