    Yes its been striped,
It will loosen up or you can remove strips.
It looks like its been ran since last striped

    thanks for the second opinion

  5. It has been striped and the damaged spot towards the end of the case would concern me. Many blowers have been banged and turn with a tight spot. They aren't worth buying. Have the owner measure the rotor to case clearance on the bottom and the rotor to rotor clearance at both ends and the middle. That info will help you make a decision.

Good info here. I banged my first 14-71 really hard, and it bent the rotors. That's a hard thing to figure out by a picture. If a blower is good, teflon strips can work on a street car, it will just self-clearance over time.

If end plates show groves or gouging scratches,
No concern along as no bent rotors nor rotors walking / touching end plates &
End play was set after damage happen ,

Un less your full compe***ion can have boost leakage / lost. You can get away with more damage on street set up ,
    (To a extent)
If bent rotor you should be able to feel as you turn & see spot ( scuff marks) ,even being striped,

I still have One from late 60s I run with scoring on end plates , just have not gotten to take apart to true up plates rotors & set up new tolerances, @ that time I just shimmed & set timing
