Need help to identify this item!

Found this in a buddy's garage today. It appears to be a vintage parts washer . Has a screen in the bucket area and a hose going from the bucket the oil can type spout. Also has a small pump inside the bucket.
Pretty sure it's a parts washer, but wanting see who knows the era it's from and it's possible value today. It's not home made!

New-ish pump and plug, old tinware. I reckon it's a static art display/yard art fountain.
