Technical What are these?

Hey guys,
My pal got these with a tri-five Chevy project. Was told they were headlight eyebrows but I don't think so. . . .

Are you sure they aren't headlight eyebrows?

 

I've a pair of those & another pair for a 55 Plymouth, sadly typical pot metal that pits horribly & the aftermarket accessory items such as these are even worse than o.e.m. in that regards.
