  3. It depends where the tires are made from my experience how easy it is to get the blue coating off to make them white. A name brand USA or european tire I can usually spray them with water while you're washing the car, let it sit for a few minutes and then you can come back and lightly scrub them and get them clean without to much elbow grease (an sos pad will make quick work of it).
I bought some tires out of China a few months ago for a 1970s AMC that had the thin white wall and I am pretty sure the blue was painted on with a brush and wasn't meant to be removed lol. It took me about 30 minutes per tire to scrub them clean using #0000 still wool and bleach white (I think it is now called Black Magic Bleach White it used to be called Wesley's Bleach White) and that was after soaking the tires.
As for the White Walls turning brown I I'm pretty sure that is part of the aging process with the oils escaping the rubber. I usually about every second or third time I wash a car I scrub the White Walls with cheap steel wool (quad zero agian as it isn't super abrasive but it is enough to remove browning pretty easily). Cleaning the white walls it's just part of the detailing process from where I stand and it really isn't an age issue with the tire as it is a brand issue, some White Walls turn to chalky white some turn brown it just depends what tire.

Last but not least about white lettering tires, I think they have their place, I think they look great on a boogie van or a late 70s styled street race type car, I don't want to see them on a 59 Cadillac or a 51 Ford and if I am being honest I'm not a big fan of seeing them on 28-48 cars but if you're building a 1970ish to 1986ish, van, truck, 4x4, diamond tuft interior style T (think early '70s style) and of course a ton of different muscle cars I think white lettering tires have their place, just like slotted wheels, Cragars, window louvers and side pipes. None of these are HAMB friendly but they are cool on a period ride.

As a kid in the 50’s, my dad gave me Comet type stainless cleaner and hot soapy water. I dreaded when the big old DeSoto got another set of 3” WWW. I’m not a fan of raised white lettering so I mark over them with black leather shoe dye sold for edge dressing (if I can) before having them mounted on the inside. If you are too young to know, edge dressing comes in a bottle with a handy sponge applicator pad, too.

Do you have any Comet, get the tire wet sprinkle Comet over the white lettering and scrub with a scrub brush then rinse. Bleach White works, again scrub with a scrub brush and rinse. Spray Comet will work also, spray scrub and rinse.
Using the powder Comet is the best way to clean white lettering but you might need to clean the white residue off the tire afterwards, again a little spray and scrub and rinse.
I’m surprised the store that sold them to you didn’t clean them up.
