What would value range be for solid original 1931 Ford roadster body with title.

Just like the name on the box, your answer 'depends' ....

 

Does the frame match the number on the engine or frame? Otherwise it is probably just a piece of paper that some bought on eBay and that is how DMV will treat it. Plan on how you are going to work with DMV before you buy it.
