Looks like one for a boat.

 

That is a cool steering wheel indeed.
Please pardon the eternal smart-ass in me, but it looks like it steered itself right into a corner!
I hope the H.A.M.B. experts identify it for you!

I think Safariknut is correct - boat tiller. I took the centre emblem, cleaned the image up then Google image searched it. I got nada.

Striking out other than it may be from a vintage boat. Maybe better luck with this cool old side mirror and hood ornament. Don't want to come to the well too many times only bring the hard cases to the experts here.

 

Side mirror emblem looks very much like the Stude Hawk design of '62->'64.
Hood ornament design I've seen before, but can't place it right now. Graham, maybe??? IDK, kinda neat, though.

The mirror is from 1960 Studebaker Hawk ! Thanks so much still working on the hood ornament and steering wheel though.
