That looks like a 1934 Cadillac.

 

Where is it, besides at the bottom of a lake. Europe maybe, then its a 1934 or so Opel Six with the big vent window in the door.

Damn you're right the grille looks like the Opel six and I know of one that needs a complete resto not far from where I live, but the Cad has a V8 engine, you can barely see the 2 banks of cylinder in the underwater picture and the headlights are in the wrong place.

 

I believe it was a Hippo.
