As for that gas tank, I would guess that you’re looking at the bottom side of the tank, because that sure looks like a drain plug in the center. They probably added the filler neck themselves. Just a thought.

It could be. I was thinking the step at the bottom end was maybe for a spare tire? I am pretty sure that it was modified maybe the pick up and filler neck.
