I think my water neck was leaking a bit. Took it off and the o-ring is a bit rough looking. I have one of these aluminum rubber gaskets. Can I just pull out that o-ring and replace it with that gasket or is the seal compromised due to the neck's o-ring design? Thanks!

Lots of unknowns in this post. Sure, swap it for a regular gasket. Add some RTV, it'll seal up. Good luck!

I'd replace it with a stock type neck that does not use an O ring.

There are two types of thermostat housings available, a die cast housing and an aluminum one. The die cast one lasted about a year on my car because of dis-similar metal corrosion. I changed to the all aluminum and it has lasted several years now. The zinc in the die cast housing was the problem. I now use a sacrificial anode radiator cap. Check your housing and make sure it's not being eaten away. I have also found the gasket as you show to be prone to leaking.
