you can use a decopage roller to roll on those numbers. a rubber roller about two inches wide rolled in some one shot paint. looks beautiful. use an eye liner pointed sponge you would find in the cosmetics area of walmart to fill in any mistakes. I believe John Berry in Davenport Iowa does them. His business is Phoenix Restorations (I think). He does gauge restoration too.
i did the one for my house in spray can......starting to fade have to redo it in auto paint but it was easy. pound out any dents, blast plate, fill if needed, prime, paint with letter color first (a few coats to get it thick), paint plate color (a few thin coats just to get the color), let cure, wet sand off the plate color on the letters/numbers (i started with 400 and finished with 800) until you have reached number color, then clear whole plate..............done. took me about 3 days after work with a heat gun to speed up drying.

Here's an easier way to repaint old plates, and it doesn't need a steady hand. Say you want black background with white characters. Clean up the plate...rust, dents, etc., and prep it for painting. First spray paint the face of the plate with several coats of white, get it thick (or powder coating works real good). Let the paint dry real hard. Then, spray paint the whole plate (front and back) with black, just enough to hide all the white. After it drys good and hard, get a sanding block and holding it flat, sand off the black paint from the tops of the letters and numbers until the white characters are exposed. If you got the white thick enough it won't sand thru. If you get too heavy handed you can touch up. Then clear coat the plate.
