Sorry cant help but woof! I'm not sure I would trust any clutch or braking force through that clevis on the end of that shaft, it looks worn pretty thin. Other item looks to be a tool, perhaps an adapter to slot through the radiator grill to allow manual cranking of the engine, no idea on application though.
On the wrench, you are either going to run across someone who's used it or troll thru old catalogs. Probably a specialty tool for a particular job. Don't forget that old tractors and other machinery also needed stuff like this to service and repair.
