So i bought a 64 el camino, really rough no motor or trans and needs interior and a pair of quarters but with a decent body, good ***le and even good tabs and i figured i could get it going for a commuter/hot rod. So i went into the DOL and wanted the ***le changed over, but they wanted me to pay sales tax on it but not on the $500 i told them i paid, but on $7,000 for the lowest grade 64 el camino i could licence according to some office they called!! Well as you can guess i figured they must be wrong so, i went to anouther DOL and they said i had to pay the sales tax on the lowest grade one they had in their book only $2,800 so the tax would be in the $250 range WTF!!! It didn't even cost me $100 register my 1942 Harley a couple years ago, it was a gift, but still that is rediculious to tell me i lied and i have to pay that just because i got a good deal. So the other thing they told me is i can bring in quotes on how much it would cost to fix it and they could subtract it from the purchase price. Hmmm, so i'm getting quotes on a rebuilt 327 4spd and a hanging a pair of quarters and paint, f'em, pretty soon the state will owe me money.
There is a bill of sale form at the DOL. Fill it out and you should be fine. I always have the seller write me a quick BoS explaining why the car was purchased for said amount..... Never had a problem in my area, even without the bill of sale, I just tell 'em it doesn't run, needs bodywork, etc.....but it makes it easier having an explanation from the seller....
Did you have pictures and a bill of sale? What's it say in the cl***ic car trader for value? Sounds like they're using NADA at the first one.... Thank Barrett Jackson and their ilk for this...
Thats probably true...Yeah i know what you mean about charging you tax on the value. I agree its BS but what can ya do right? Guess if you want to license it you'll have to do what they want. I had a simiar problem to paying duty at the boarder when I lived in WA. Anyway best of luck to ya. Hope you get it on the road with out too much more trouble.
I don't know if its a state law or rule or just local practice, but the office I go to always has an Old Car Price Guide handy for pricing. I like to know what it says before I go in, so I can be prepared. Old Car Price Guide often seems real high on rough cars, so it seems I often need to be ready to explain a low price. Of the two offices near me I find one a lot easier to deal with than the other. But they have always been willing to take my work on price if I've been willing to sign something saying its really what I paid.
I don't know what area you are in, but if you can try the DOL in Fife. I have gotten away with pretty much anything. Another good one is the one at Western Auto on Pac Ave. in the Parkland area...
I always get the seller to sign (2) Bill of Sales, (1) for the actual amount of the purchase, and (1) for $1,000 (the least amout the DMV will accept, even if its a straight up trade or a free gift). I pay the tax on $1,000. Never had a problem.
Ain't Washington grand? I recently had to get a certified copy of my birth certificate from my home state of Alaska;it cost $20. So,just to see what the same thing here in Washington is,$47. That makes no sense to me. I know you have to fill out a Washington State affidavit for vehicle price/taxes;they want every nickle they can tax out of you and then some. My wife won't move or we would be out of here. Baseball and football stadiums,the Alaska Way Viaduct mess,next thing will be a pay toilet in our homes. Oh, I've lived in this state most of my life. I had a similar problem with a Model A last year, but was able to get it transferred at another DOL office for the price on the "bill-of-sale" (BOS). Most of the licensing offices are telling the same story. There are a couple that you can still deal with and I think you'll have to check around. The big deal is having a BOS and having it notorized is probably best. Where are you located?
Here in Ontario, Canada, you need an apprasial for any vehicle over 20 years to change ownership. No problem though, you give the appraiser his $30 and he says its worth anything you want it to be worth...within reason ofcourse -wink, wink..... nudge,nudge. This is why when a seller claims his car was apprasied for $15,000 but will give it to you for a steal at say,$5000... you know theres most likely a payoff going on.
I get jammed on every old car I run thru, it started when they repealed the tab fee's, Just was stung on a 65 Jaguar that grandma gave to me for $1.00 out came old car guide and had to fight them on condition

washinton state will screw you on taxes every time you let them. at least they don't **** you like california does with that "non-op" ****. btw we all know what c.u.n.t. stands for ? Can't Understand Normal Thinking!

Well the second one i went to is Barbs in Snohomish, they were and always have been more helpfull than the one in Monroe i went to first. Yea the 2,800 was out of the Old Car Price Guide, they couldn't even find it in Monroe in the same book.
I just went through this in Tennessee, wanted to charge me taxes on NADA book value - $12,000 (roughly $950) for this truck: I had to get an afadavit signed on what I actually paid.
The Puyallup ones are what? I've found them to pretty good to work with....As stated above, bring pictures along with the bill of sale and things go real smooth. When I ***led my A, there was a dumb*** getting pretty nasty about the cost of his rebuilt BMW....No pic's. the ladies sent him packing. I brought photo's and BOS and breezed through with a value of $900.
yep, I've had no trouble at all with Puyallup, just bring all the paperwork they expect to see, and try to be as helpful as possible. they are all government employees and if some one thing is out of order they will not bend any rules, but if you have your ducks in a row, like a signed ***le, or transferable registration, bill of sale with reasonable price stated, year of manufacture plate(s) and anything else you need to make a total package deal for them, it can go very smooth and quick. it helps to smile too. if you go in with a pile of questionable paperwork and a bad at***ude they have no reason to even try to help.
..but do not go to West Seattle, it was a few years ago last time I was there but let's just say my *** has been sore ever since
Ive had no problems with the one in Snohomish (Barbs) and I churn quite a few rides a year. I recently went to the one in Monroe because I was in a pinch...No problems with them either, very nice and they know their ****. The Marysville office is clueless and no help...avoid them...Ok thats all I have for my big city report. I avoid any of the large places...Bellevue, Seattle etc...always by the book there and we know the book is often full of ****. As for the grandmother and the jag...Im not sure if you were kidding about that, but you can gift a ride to an immediate family member. I just gave my oldest son a 72 burb no sales tax on that.
If I am doing old car stuff I usually talk to the girls up at Enumclaw. They are actually helpful. I have gone in and they had made me a list of what I needed to get to satisfy them. On my Model A they actually called me to say she had everything taken care of with Olympia and all I needed to do was bring in my 1954 Montana ***le and sign my registration. Heck they even let me keep the old ***le as memrobilia ( but they did put a stamp on the back side)
The problem was that she gave the Jag for $1.00 not a gift, couldnt gift it to me because it was from my uncles trust. Dol said that a car has to be within $2000. up or down to your bill of sale or the red flags go up.
at least they don't **** you like california does with that "non-op" ****. hmmm. my BMW motorcycle has been on a California non -op for a good 8 -9 years. cost me a one time fee of 10 bucks. it is 17 bucks now, but lasts until you register it and keeps it in the computer so you don't have any h***le when you register it again. I don't see where the problem is.
I went through a similar situation when I bought my 65 nova. I had $1500 written down and they told me it was worth $6500 minumum. I had a bill of sale stating all the problems, but they didn't seem to care. They gave me an official paper, just like a bill of sale, that I had to take to the guy I purchased the car from and have him sign it and write why it was so cheap. I went through a lot of hell, but finally got it for $1500, so I won! They are definately making it very difficult for everyone. It is becoming a money game. This GD government is ruining it for all the little people.
California dmv tried the same **** on me..I had a bill of sale for the amount I bought it for they tried to tax on what they valued it at.. I said its sales tax not value tax that would be unfaire taxation and iim sure I could find a lawer to start a cl*** action suit against the state..Havnt had a problem since....
