    Legislation to Repeal Old Car Emissions Exemption Reintroduced
    in California State ***embly
    Here we go again! As predicted, legislation has been reintroduced
    in the California ***embly to repeal the state's current rolling emissions
    test exemption for vehicles 30 years old and older. A.B. 2683 repeals the
    current pro-hobbyist exemption and replaces it with a provision requiring
    the permanent testing of all pre-1976 vehicles. This year, the bill was
    introduced by California State ***emblywoman Sally Lieber (D-District 22).
    We Urge You to Contact ***emblywoman Lieber and Your Own State ***embly
    Member Immediately to Oppose A.B. 2683
    Existing law in California exempts all vehicles 30-years old and
    older from emissions testing.
    California's current emissions testing exemption recognizes the
    minimal impact of vehicles 30-years old and older on vehicle
    emissions and air quality.
    Vehicles 30-years old and older cons***ute a small portion of the
    overall vehicle population and are a poor source from which to look
    for emissions reduction.
    Antique and cl***ic vehicles are overwhelmingly well-maintained and
    infrequently driven (about one-third the miles each year as a new
    vehicle).
    Legislators and regulators are feeling the heat from a failed effort
    to meet air quality goals and are looking for a convenient scapegoat.
    The old car hobby should not carry the burden of their mistakes!

    Now I can get one of those little red tags all the wefare cases have on their gross polluting newer car that they'll never be able to afford to fix. I'll fix mine if they need it, to p***.
    If they want to cut on smog, eliminate the little tag extensions these people use until they wont give them any more. Make em ride the bus. No one said its cheap to own and keep up a car. They dont have a ****in job anyway, why do they need a car??

    Maybe this has already been answered here before....
    but how do the 1-800-buy-a-rod guys get around the smog laws??
    There aren't that many 32 ***les floating around out there, are there? So how does a guy have a brand new car built by one of these places get his car ***led? If it's a 2004 ***le, doesn't it fall under all the smog laws?

    Sorry for stealing the post, but I was just wondering....

    I believe they register it as a '32. I think there are a certian number of "specialty cars" or something like that they call them register as the year they most closely resemble, in this case, a 1932 Ford.

    This is what it says;
    "SECTION 1. Section 44011 of the Health and Safety Code is amended
    to read:
    44011. (a) All motor vehicles powered by internal combustion
    engines that are registered within an area designated for program
    coverage shall be required biennially to obtain a certificate of
    compliance or noncompliance, EXCEPT for all of the following:
    (1) Every motorcycle, and every diesel-powered vehicle, until the
    department, pursuant to Section 44012, implements test procedures
    applicable to motorcycles or to diesel-powered vehicles, or both.
    (2) Any motor vehicle that has been issued a certificate of
    compliance or noncompliance or a repair cost waiver upon a change of
    ownership or initial registration in this state during the preceding
    six months.
    (3) (A) Any motor vehicle manufactured prior to the 1976 model-year.

    That says to me she wants to do away with the 30 year old roll over, but exempt all the '75 and older pre catalytic converter cars right away.
    It does't sound like it will make anything already exempt go back into testing.

    Now, I'm against testing altogether, but this won't affect traditional hotrods and customs.

    (I'm also against mandatory insurance and annual license fees too, but those seem like permanent fixtures.)

    Just sent her an email...i'm not from California, so maybea she'll see that we're more connected on this ******** than they thought...Has somebody been doing 3 a.m. burnouts with their duece coupe in front of this *****'s house, or what? You know, I wanted to move to Califronia eventually, but not if they keep this **** up...

    ah ****. i am with kojack, i am really starting to hate this place. i need to move to arizona where the old cars arent being har***ed, no state income tax and the guns are fully auto. damn i need to hurry and leave this place

    ****! I thought the rolling cut off was 25 years! It's 30?? I was really, really wanting to bring my 79 malibu out here, but it's completely emissions illegal...

    Bob,
    You brought this to our attention, and you're in the new car business.
    Do you think this is really bad?
    I have mixed feelings about it.
    I have accepted the fact that they aren't just going to quit their stupid money wasting testing and it seems they are constantly trying to change the rules we have to follow.
    That is the reason I don't see this as that bad for OUR little nitch of the hobby. I never thought the rolling 30 year reprive woould last long anyway, since it's too "nice" to us and not having to test '75 and older is way better than not having to test only '65 and older like it usta be. and maybe this bill will stop them from trying to bring up bills like the one last year that would have rolled it back to 1960!
    I think this one ain't that bad...
    So lets keep this thread alive for future updates?

    I hear all that. Every one should move to Wyoming. No state income tax, no emissions tests or inspections, and readily accessible guns. You should see some of the **** we can drive around and not get in trouble.

    I just saw something on the news this morning about the impacts of the ports to the air quality. In California we have several major ports along the coast from San Diego to San Francisco. The ships that come in put out much more **** than a hand full of well tuned traditional/collector cars and rods. I think we need to point this out in the letters we write, that there are bigger fish to fry than the auto enthusiast.

    I did like the comment about the **** heads who can't keep there car running and get waivers, fix that heap. I think this is who the politians are chasing after, but they just don't know how (dumb ***es).

    As for you guys bailing out of Cali, while I like the idea of getting the hell out of here. I think one good winter in Wyoming would change most peoples mind. While we have to put up with a lot of bull ****, i question wether or not the gr*** is greener.

  20. You don't mind the winters if you were born and raised here. But when I shovled snow out of the driveway and layed on the concrete in 16 degree weather to put in an axle, I wish I wasn't in Wyoming.

    The problem with all the port traffic is that the whole country makes money from the commerce, not just the state. And also politicians are ignorant, and just equate old cars with polutants. So 1+1=3 for them and all old cars are bad. Of course if you were the politician driving a new BMW and didn't give a **** about old iron, you wouldn't care either old **** is an easy target.

    Just so you know, Wyoming is trying to cut down on the amount of cattle because of the increased levels of methane in the air. Which means that the cows fart too much. Politicians will come up with money to dump into studies about the environment because it makes them look good.

    Try to imagine this picture... a car crusher smashing vintage tin with a cow outside the gate watching, with an air filter shoved in its ***....

    The Gras is not greener........but with that said the only time I miss California, is during JAN FEB and Mar. It seems to be the coldest here during those months. Other than that.........Kalifornia is ****.

    I don't know how cold it gets in Wyoming geno86, but I was born and raised in Wisconsin (where it gets stupid cold), and in my 28 years on this earth I'm definitely not used to it. The politicians can't blame the old cars here, cuz we only get to take 'em out for the one week a year that the snow melts... [​IMG] [​IMG]
     
  24. Why is it so easy to bag on California for some of you guys?

    We have roadster weather ALL YEAR... Swap meet season starts in January and ends some time in December... our cars don't rust out up to the door handles... hot rodding as we know it was birthed here, so you have the cars, the people, the places to see... at least where I live there aren't any BUGS... It hasn't snowed where I live in 40 or 50 years... The ocean and the sierra nevada mountains are just an hour or two away... except for L.A. and SanFrancisco, the state is less densly populated than the East coast... and to top it all off... we have landscapes all over our state that resemble every landscape in the United States... oh, did I mention all the Traditional hot rod and custom shows we have? I live about an hour East of S.F. and see a hot rod or custom at least once a week (driving to and from work etc) and on the weekends they are even more plentiful... down in L.A. you can go to Bob's Big Boy two or three times a week and see more traditional styled cars and cars you've seen in magazines than you'll ever see in a YEAR in most states... and there are other weekly events like Donut Derelicts where you'll see even more cars...

    So, people slam CA for this one woman who wants have a law that doesn't effect us... and the congested LA basin??

    Screw that, there are places to live in CA that are so freakin' remote that Theodore Kasinsky would be proud... and our laws for the car hobby are leading the rest of the nation... why in Texas you have to have a vehicle inspection for your hot rods? Turn signals in some states?

    Here you build your car, stamp some numbers in the frame and DRIVE IT!! (year around I might ad)


    I'm beginning to think some people bring their misery wherever they go... then they have rose colored gl***es about the **** hole they live in.

    Now I know some people are not comfortable with with a change in scenery... heck, I agree that places like South SanFrancisco are a little too hustle bustle for me... but Roy Brizio seems to like it... (cars like Edelbrock's Roadster came out of his shop)... but that's the good think about CA... if you dont' like it, move to a part of the state you like.

    THe air's poluted and the killer fog is worse than the cancer causing sun shine. It hardly ever rains so ya gotta pay a fortuune to just have a green lawn..
    That green lawn Denise was raving about is watered with sewer waste water and the whole park smells like a latrine.
    THe politics is evil and crooked and the people drive like they have fake IDs and can get away with anything without getting busted. (half way true)
    Everything bad you have heard about California is TRUE
    So, NEVER come here and definitely don't even think of moving here, and if you do live here and have half a whim to do so, move away!

    Don't come here. There's no jobs anyway.
    And if you wanna leave, go. And take all the Wisconsin and Michigan translpants that use terms like "Cali" and "Frisco," and came out here for the "boom" with you. And take their ******* Porsche and Lexus SUVs, too.

    And the weather here ****s too. It's only like 65 right now, and it might even rain! There's only been like TWO weeks of 80 degree weather since January.

    Seriously, though. With the 9 million different kinds of food here (a good thing, IMHO) WHY CAN'T I FIND A DECENT PIZZA or BISCUITS AND GRAVY?

    One more thing that actually does **** out here: the roads. They're just horrible.

    I usta be opening manager at a family owned Italian restaurant. We tried serving Biscuits & Gravy fixed gravy fresh every morning for two weeks, cooked biscuitsto order from daily fresh dough...Sold one order in two weeks... You are one in a 1,000 wanting it!
    As for pizza, here's the customer... "Why don't you serve Chicago style pizza, you know, the one with the thick doughy crust?" next customer; "Why don't you serve Chicago style pizza, You know, the one with the thin crispy crust?
    "Good Pizza" is some memory of a pizza someone had that IS just a fantasy of what they think a pizza was like at some small corner pizzaria "back home" that's all.

    Now, What's up NOW with this SMOG BILL?

    I Knew a man from california his name was Jack Mitchell. Jack was a hellova family man, he made his mark as a social worker, and donated many 5 dollar bills to the search of a cure for cancer. Jack and I got into a little tiff over the Mask Crusaders. It seems he was under the impression that the MC could not take the GI Joes in an all out war, which everybody knows is a load of ****. To make a long story short i thought Jack was a major league ***cLOWN. Don't worry i have turned him in to the MC office and he is on file as an enemy, so we should not have a problem with him in the future.

    THE SMOG BILL is till in committee and looks pretty much the same, 75 and older will be exempt 76 and newer will get smogged no rolling 30 year thing...read it yourself at the site I posted earlier... [​IMG]
