i need a bill of sale for the "car"(title) you sold me, the "IL department of revenue" is trying to say i put 50 dollers on my taxes instead of the 30,000 its worth RESTORED!!! WTF! the dmv never asked me for a bill of sale that was apparently sopposed to be attatched to the form! and since it had no bill of sale they put down blue book value for taxes for a restored car. stupidest thing ive ever heard, how the fuck do they know what the cars worth!? anyway, they are saying the car was worth more then what i got it for, which in its self is fucking retarded. so anyway, i now owe 1,392.00 for a car that i never even owned..... i bought the title for my buddy...... so whoever you are that sold me that title, please PM ME. so you can make me a new bill of sale.
They started this in Texas about two years ago. The state discovered that they were losing too much money by letting buyers/sellers "fill in the blanks" on bills of sale. The state has their own form now for purchases that buyer and seller must sign, here it's the dreaded 131. Fact is, there were too many 2005 Chevys, etc. that sold for $50 in order to avoid paying sales tax on the vehicle. You'd be amazed at what people will do to avoid paying $50 in taxes. Lately, I figure it's well worth the tax if, they'll just give me the title and registration. It's starting to get tough out there when it comes to old cars. sounds like they are charging u for a "NEW" car or as though u bought it off of a dealers lot. I just asked a licenses place near where I live (in ILL) & they said used cars over 10yrs old is only $25, so someone sure dont know wtf they are talking about. ...joe
I've heard rumors about them doing that here in Michigan too. I've always put $50 or $100 as the purchase price of a car on the transfer paperwork. The way I figure is, they got their tax money the first time the car was sold....they don't need any more of our money.

sounds like u need to take a trip to the DMV & explain to them that a car that old is only taxed $25 which it states on thier own books....
when I registered my galaxie about 2 months ago they asked what I paid and and they taxed it off of that. They didnt look up the car or history or ask what state of disrepair it was in.
yes, ive done it many times. you fill out the papers, they ask you what you got it for, and they write it down. same as you. they never asked me what condition it was in, same as you. i all of a sudden got a letter a year later!(today) after we sold the car 5 months ago! this is total BS! the state is jsut trying to get money out of folks. god one more reason to move out of this fucking shit hole state now im scared im gonna get more for the OTHER cars i got too!!!! I had a similar thing happen with a State Trooper Caprice that I bought at a state auction. I got a letter from the dmv (you know...the STATE that I bought it from) saying that I "understated" the value of the car...even though the "STATE" filled out the bill of sale and title transfer. I called raising hell about it, and was told to "calm down" and just sign the affidavit on the letter saying that it was the correct price...
The same thing happened to my brother. One day he got a letter demanding over $1300 for unpaid taxes. So, he called my wife (a lawyer) who took care of it. The first hurdle was getting them to tell us what the tax was for. Once that hurdle was cleared, my wife resolved the issue. When you get a demand for the tax, here is what you should do: First, call to determine what the tax is owed for. Make sure it is for something that you actually purchased. Then you have 3 options to clear the matter up: 1) You can get a bill of sale or receipt for the purchase from the seller. This should state the purchase price paid and what was being sold. Send this along with the demand letter you received to the agent handling your file. 2) Or you can pay for an appraisal which will determine the current value (not the guestimated restored value these yahoos use) and send that with the demand letter to the agent. 3) Or you can pay the tax (may be the easiest option but not as much fun!!!) No matter which option you choose, rest assured if you do nothing, they will withhold your tax returns in the future, file liens against your property (not just the item purchased), or garnish your wages. This is not something to ignore! As to the proper tax, I believe that vehicles over 20 years old are taxed at only $25 (although a bit of a disclaimer is that I was unable to access the IL Tax Act to determine whether it was 20 years for sure but if memory serves me, 20 years = $25.) Vehicles newer than that are taxed at a percentage of their value or price. If my wife can be of any help, drop me a line.
That was my point. While it's not illegal per se to purchase a title in itself (depending on whom your "explaining" to and where), it is to do so with the intent to use in any manner with any vehicle other than the one it came with. This may be something you want to avoid bringing up...or not.
It is 11 years and older is $25. I wanna know what is up with all of this. The sign clearly states that the tax on vehicles before a certain year is $25. Minnesota it looks like the tax now is a flat $90 for a collector car of any value. I just looked it up for my 38 Ford project.
...and the second, third, forth...etc. time it was sold...what a racket! The state gets a cut EVERY time a car is sold. WTF? They don't get a cut every time I buy something at K-Mart and re-sell it! I'm glad they haven't figured out a way to tax more "private" transactions...could you imagine buying a weed whacker at a garage sale and having the seller say, "oh, wait, that's been sold three times already, you owe the state another $15 bucks, on top of the .25 selling price... Don't laugh- it's probably coming. Thanks to Michigan's wonderful legislature that can't agree on anything. Probably be tacking on a "Detroit rehabilitation" tax next and our gas will go up to $4.00 a gallon for regular... Don't get me started-
I looked at this again...I guess you bought a title..no car. I was going to suggest that you take pictures of the vehicle in and show them the condition but since you have no car, forget that. Where is the car? So you have a title with the sellers name on it, no car, no bill of sale and you were buying it for a buddy of yours? Man, you better come up with a better story than that. The DMV will have a field day with this.
They really arent. You can talk to one for free for advice then go from there. Be polite ask for help tell em your not rich and they wont fuck you over. Believe me I called mine today about an issue and im not worried at all he will be fair. Dave
i think some of you guys are mixing up excise vs. sales taxes. the $25 (or whatever) limit is just on the annual excise tax for plating it, there would be no limits on amount of sales tax. pretty sure that's true in every state, but not 100%.

in ky they have a place on the vtr for price....same thing that some else mentioned....too many new vettes being bought for 1000 bucks....if the paper isn't filled out ....they go by book value....when i bought my 47 ford out of oregon , i forgot the price on the vtr....lady gets out a price guide and says i am going to pay taxes on whats in the book.....it booked for somewhere in the 7 to 10k range for average or something.....but if i went to a historic tag....66 bucks out the door....1 time....cost 63 cents the next year....crazy stuff..... brandon
Not in Illinois...............we have no "annual excise tax for plating it". $78 a year for plates. $25 sales tax on vehicles over 11 years old, sold for under $15,000. I think it's $65 for a title transfer these days. Also, the sales tax is not a DMV thing (or, more correctly in Illinois, a Secretary of State thing), but, rather, a Department of Revenue issue. Never had to have any kind of proof of the purchase price of a vehicle....they didn't ask any questions about the $2000 Buick Roadmaster, the $500 '88 GMC pickup or the $300 '94 Gran Prix....but I've never transferred the title on a "collector" vehicle either.
