I think they have a door handle law up there too. Don't know if it's retroactive, since Cobras MGAs 57 TR3s and pre 29 For roadsters didn't come with them... I hate government...
Idaho requires you to have windshield wipers. There is, however, no requirement to have a windshield! I Found that with just a quick search for "Washington State Bumper Law on Yahoo. That doesn't mean there isn't an exception in the codes. You can probably search the codes online. I know I can for the Idaho codes.

Hey Waterboy ....your rules are pretty close to ours in BC. Up here you have to have bumpers of a sort.....their concern is that the frame rails will act as a harpoon in an accident.....almost makes sense I put 60's style nerf bars on one of mine and it got me, and kept me off the hook!
If the Nazis at the inspection station want a bumper give them one then when you have your papers in your hand go home and modify your car like you want it.
I bought my pickup truck in Oregon and the Dept of Licensing never asked for it to be inspected in Washington. However they did want that sales tax! With vintage cars (older than '77) you can run a single historic vehicle, horseless carrage, or vintage plate (I'm running a 1935 truck plate). Note: In Oregon you need both plates. You only have to register it one time (nominal fee) and there are NO milage restrictions. My neighbor has a fenderless & bumperless chopped SBC powered '30 Ford coupe that has a local mfg number (registered as a 1930 Ford). The Washington State Patrol allowed him to run w/o fenders or bumpers but made him install a hand powered windshield wiper. He was told not to drive it when it was raining by the trooper?! If you do not like the answer that is given to you by one of the new contract DOL folks, simply go to another one. The first DOL office I went to wanted me to get a scale weight on my pickup and to register it as a commercial vehicle. I told them to "pack sand" and went to another office. There they registered it as a historic vehicle and I went on my merry way. Aren't contract DOL offices great? Here is a picture of his coupe:
I think the bumper law was deleted when federal 5mph bumpers were brought out. Do Corvettes or new VW beetles have bumpers???? I beat a couple tickets a few years ago. No bumper on my F-1 for 30 years.......OLDBEET
Do a search for RCW 46.37.518; street rods and kit vehicles, RCW 46.37.500; Fenders or splash aprons, and RCW 46.37.410(1); windshield requirement. Should tell you what you want to know. FWIW, I carry a printed copy of these in my fenderless, bumperless roadster, just in case some county mountie wants to hassle me.
