As little as I have left of my memory it seems to me like there was a military vehicle in Vietnam that was in use by the marines. It was called an "Ontos" or something very similar. The troops called them "pigs". It was a small very lightly armored track vehicle with six, 106mm recoilless rifles mounted on it. Don't know if the army used them or not. Anyway, long story short I seem to remember that they were supposed to have 413's in them. Maybe someone can confirm or deny. If it's so they could have been sitting around some supply depot for a llooonnnggg time. Of course if you are just looking for a good condition block to rebuild it would be tough to find a better one.
Those are not NOS but take-outs. See the exhaust carbon at the exhaust ports and other brackets shown being in stalled. Now, that said, tese may have had virtually no wear or could be worn out! BUT that's the surplus game and you should end up with AT LEAST 2 good cores and parts to rebuild for a 413 as hairy as you want it to be. A deal for that price if MOPAR is your motivation of choice!
Oddball heads, intake and w/p; a bore size that there's practically nothing made for. Unless you were going to clean them up and run as is they're the red-headed stepchild of BB mopars. Cranks are good 3.75 forgings, but also may have an oddball industrial flange; practically useless for anything else.

I guess that's what I remember was the retrofitted units. Oh well, for something that I was involved in forty years ago I was close but no cigar. The Ontos were great until you fired all six tubes, then you had to get out to reload. Sometimes getting out was bad for your health.
According to this post from the 318 Poly Yahoo Group: That's not your typical 413 either. The block is an industrial block (casting number is up by the oil pressure sender). I have one of those blocks in my car (they came in motorhomes). I've heard that they are 440 cores but were only bored out to be 413 and thus have plenty of meat. I didn't have mine checked to verify this as I already had pistons. The heads are truck only - notice the odd bolt pattern on the center exhaust ports. The water pump/housing is also different and not terribly suitable for a car. Furthermore, the heads are thicker and thus the head bolts on these motors are too long to use with other heads.
