    CALIFORNIA BILL MANDATING ANNUAL SMOG CHECK FOR VEHICLES 15 YEARS AND OLDER MOVES TO SENATE



    Legislation (AB 616) to require annual smog-check inspections for vehicles 15 years old and older has been approved by the California ***embly and the Senate Transportation Committee. The bill now moves to the Senate Appropriations Committee for consideration on August 20. AB 616 would also require that funds generated through the additional inspection fees be deposited into an account which can be used to s**** older cars.


    Does anybody know if would exempt pre'76 cars like the older bill did?
     
  2. I believe 1976 and older cars are still excempt from having to get a smog check.

    Well, none of us would ever have anything to worry about. Wasn't it like 1973 or 1976 or something whenever they started putting smog and emissions **** on cars. If you are pre 73 (or what ever the year is) you will never have anything to worry abuut.

    This seems to come up about once a week...

    Jeez, why can't they just go back to the "sniff" test? Does it matter if my engine has all the doodads and googaws if it's running clean?

    All it means is you do not have to be inspected every two years. However, you must have all the emissions equiptment required down to 1955. This means a closed crankcase ventilation system and no aftermarket equiptment which doesn't have a C.A.R.B. or E.O. number. The fine for tampering is $2500 :(

    So you are telling me that the "funds generated through the additional inspection fees be deposited into an account which can be used to s**** older cars"...those funds wone be used to s**** any pre-73 cars? I dont give a **** who they smog test. But I dont like the govt. setting money aside to s**** old dirty cars.

    In 2004, a new California law was enacted to require lifetime testing of all '76-and-newer model-year vehicles. Pre-'76 motor vehicles would remain exempt under AB 616.

    On August 20TH Senate Appropriations Committee hearings to consider legislation (A.B. 616) to require annual Smog check inspections for vehicles 15 years and older has been postponed. This bill also has to do with s****ing old cars.
    SEMA is looking for California drivers to contact the Senate committee members. Do your part. More info from stevem@sema.org

    You mock, but it wasn't that long ago that Cali had restrictions going all the way back to '66. There are a lot of dip****s in office that would like to bring that back.
    So yeah, it could just be the beginning. More hot rodders should be active in protecting the hobby.

    Jerry, I didn't have to smog my 71 Chevy truck this year, for the first time since I bought it in 95. Any vehicle with cl***ic car coverage (?) is exempt........or so they say. I got a 2 year tag with no smog check for $31.00

    The good part of this is that my 06' mustang doesnt have any check until it's 15 years old.

    Some people figure that many of us drive older than '76 cars/trucks and this is not my problem. Some day you are likely to have a '92 or older pick-up as a parts chaser and will need to have a smog check every year. The extra $$ you are paying may go to crush the type of vehicle you need the parts chaser for. Plus, some of us already have to go thru a pre-inspection station before an inspection station. So, we pay twice already. A couple of e-mail letters do not take much time to save a lot of h***les later.

    That's because they are (supposedly) concerned with "evaporitive emmisions", i.e. what escapes through your air cleaner, pcv system (or lack of), etc. Kinda BS, but I understand what they are trying to get at.

    Yup, plus it's a little unfair to the lower-income working cl*** families who're the most likely to have vehicles that are between '76 and '92.

    I don't know...I still have to smog my '89 GM, and my '02 Ford every 2 years.

    Yesterday someone told me they increased the grace period for new cars from 4 years to 6 years.
    That way the people rich enough to drive/buy/lease a new car every 5 years won't ever experience the "fun" of having their short & curly (and pocket book) yanked by a smog station crook.:rolleyes:

    It also goes by which county you live in. In my county smog is only required when changing owners. Did you know that?

    there are a few counties like that I think...not many though.

    75 and older are exempt...notice it says pre 76 (a few earlier people made it sound like 76 are exempt too)

    as far as tampering with our hot rod engines and facing a 2500 dollar fine. I doubt any cops around here know that rule or wold enforce it unless you were a ****.

    And...if you put a newer engine in your old vehicle I think it is supposed to have the smog equipment based off the engine year and not off the year of the car. right?

    california loves to try and go after older cars that do not account for that much smog. gas powered lawn equipment produces more smog/pollution then older cars.

    PA exempts older vehicles too, but guess what? When I go in for the yearly State inspection, instead of a smog check, I have to pay $25 extra for an "exemption sticker" !! Real sweet.
     
  26. dont laugh to hard.....california is only the TEST state after here the it spreads like a virus..........the real funny thing is i remember is the state giving $800 to s**** your pre '75 vehicle years ago. you called, made an appointment and took it to the s****yard. one of these yards was ecology auto wrecking in santa fe springs, i'd see OTHER people (not me..that would be illegal :rolleyes: ahem) waiting on the side of the line offering people $700 to $800 cash (you got a check from the state) for their cars and they would just drive them out of the line. they had to be running, driving, registered cars so you knew your getting something half way decent and lot of them were 60's to early 70's cars (with the occasional 50's). scoop them up, clean them up and re-sell them or keep them for a cheap car.
     
  27. the counties are either "enhanced area" or not. the enhanced area are the more populated ones and they have smog check every 2 years, change of ownership (unless last smog was done 60 days prior) and 6 years and newer don't need a smog....,plus they have "test only" cars which of course tend to be older ones and have to go to a test only station. pretty much all of so cal is an enhanced area and you need a enhanced area smog license to do smogs (which is more cl***es and harder tests)...........i let my license laps in '04 and i couldn't be happier.
