CHP pull over to check smog devices??

  1. They DON'T know the diff but they DO know that when they check in for the day, they gotta show the BOSS what they did for the 8 hrs they were on the street.

    If u want a career in the force over here, thats the only way youre gonna get anywhere as a career cop.

    The rest is about raising the $$$ - you dont need to be an economics professor to keep the sates books in the black - just fleece the public and use "safety" as an excuse to do so.

    ya know ..just a thought..but i think they get away with it because they are never CHALLENGED in court..with a Lawyer..and a good one that can think on his toes..and its mostly because the individuals the cops pull this **** on are the guys that dont have the money to fight it..so they just keep on pulling their money makin games..with out a challenge they will continue

    The following happened over twenty five years ago in good ole Alabama, where things like this are not supposed to happen. :mad:

    A buddy of mine drove a '64 Chevy Impala SS with a 409 dual quad engine. It was restored completely stock, except that it had "turbo mufflers" on it. About a month after he had the complete new exhaust installed, with the new turbo mufflers, a city copy pulled him over (and called in backup! :eek: ). After three more cop cars arrive, the officer (a sargeant) proceeded to write him a ticket for improper exhaust. That was the only reason for the stop. In Alabama, there is NO state law that requires any mufflers be on a vehicle, at all. Cities can have laws that require mufflers, though. That city did, but had no noise regulations or standards for "proper" mufflers. My bud tried to explain that the still shiney exhaust pipes and mufflers were brand new, but the cop wouldn't even bend down to look. A younger female cops on the scene did look under the car, and made a statement about the older ticket writing cop being senile. :)

    In Alabama, non-moving violations are "fix it tickets"...you have 72 hours to fix. My bud drove to the police station the next day, and said "I've got new mufflers." They inspected and voided the ticket.

    Wow: I am sure glad I moved out of the screwed up state.

    I moved to Phoenix and found that they are just about as screwed up. I transplanted a 74 Merc V6 into a 74 Ford Courier and went through the smog referee stuff to get it proper for California. Then when I moved to Phoenix they didn't even bother with the smog tag the referee put on the door jam. They measured the NOX-CO-HC for the old 4 cylinder. Fortunately they were a bunch of idiots that could not visually see that there was a V6 under the hood, much less look for the pump, etc. Hell they even smog bikes! (California didn't the last time I lived there.)

    I am now in a small town in KS. where "happily" they smog NO vehicles. I AM NOW A VERY HAPPY CAMPER.

    "If you tried to register a non-CA emissions vehicle in CA and didn't have the underhood or core support sticker stating emissions standards met CA specs, they (DMV) popped you for an additional $300 right off the bat."

    It was called a "smog impact fee" put in place by then Gov. Pete Wilson.They rescinded that after an attorney was charged the $300 for bringing his vehicle into the state when he moved here. He filed a cl*** action suit and won on the grounds it violated the federal interstate free trade act. The state had to return all the money with interest. I had two cars that had come from out of state at the time. Got my $600 back and about $160 in interest.

    I thought it did not matter where it was manufactured, if it is registered in CA. it had to have CA equivalent smog equipment.. (when I moved to CA back in the early 90's, I was told it had to be brought up to CA standards.. I got lucky and had a CA emissions sticker on the rad support so I was at that level already

    next time that guy gets pulled over by CHP for not having no smog pump you tell him to tell the cop that the smog pump got eaten by snakes. you got a flake out there in California, except you guy that are HAMBers.

    That's basically what I was trying to say.


    Although I recently had an experience here in Phoenix that kind of contradicts this idea. I stopped at a convenience store on the way home from work and caught the last half of a little police incident. A very dirtbag looking guy had pulled up to the store and parked right in front of the door. He was acting strangely, his pupils were like saucers, he appeared to be quite high on drugs. He came into the store, went to the rest room and tried to flush his shirt down the toilet. He then went back out to his car, opened up all the doors, the trunk and the hood. He then removed all of his close and began walking back and forth in front of the store completely naked an talking to himself in an agitated manner. The clerk of course called the police. A police officer arrived and told the dirtbag to put his close back on and asked for his identification. The dirtbag had a driver's licence which the officer ran for warrants, etc. The license was valid and the dirtbag had no warrants, so the officer told the guy to get in his car and leave.

    Just recently, in the name of "public safety", Arizona has enacted some of the tuffest DUI penalties in the nation. Joe Dirtbag (who probably has little or no money to pay fines and is going to be a huge pain in the *** to deal with) can damage property, cause a distubance and appear be quite high on drugs and be told by police to get in his car and drive away. Now if Joe Citizen (who probably has enough money to pay fines and probably will be fairly easy to deal with) leaves a resteraunt after having two beers with dinner and the police would be looking to nail him for DUI, subjecting him to $10,000 + in fines and fees, jail time and an ignition interlock device which Joe Citizen must pay for. Which one of these people poses more of threat to the public?

  11. they lied to you.......you would have had a "49 state" car or federal car. you only need what came on the car from the factory...no add ons. that's why after they started gaving back the $300 impact fee alot of people went to the junk yard to get the panel with the federal sticker on it because they had less smog equipment and had looser standards. but of course others were trying to get the california emissions sticker panel from junkyards to avoid paying the $300 impact fee before that.

    California...this is the state that gave the rest of the world smog gear on cars. It's also the State that is going to drill for oil off the coast but refused to allow an Aussie company the right to build a Gas unloading facility ( LPG is a lot less harmful than gasoline..right?).
    What do you expect from a state where people get elected because they acted ( very badly in a lot of cases) in Movies or are married to relatives of an ***asinated President?.
    As for Revenue raising,the Best argument Any politician can come up with is that "they are not revenue raising with Speed traps or inspection facilities but are enforcing laws to save lives ".

    One look at any western society's Road death toll will show that these measures do not work and never will therefore the above argument put forward by Politicians and a lot of Cops world wide is basically rubbish.

    Just outta curiosity, if cops are measured on the number of tickets they issue, are they also measured on the number of tickets that are overturned - falsely issued?

    New development- I live right off La Brea and the I10 freeway, on the westbound entrannce they have a mobile emmisions tester that is check something with smog, they have lasers and camera setup every morning for the past week.

    Okay Boy's here is a litlle History Lesson for that area.

    Way back in the mid 60's there was a bad *** CHP who's total job and he loved it, was to har*** Hot Rodders all day. I got so many fix it tickets from him that He new name and I new his. It was Officer Cooley. He stopped me and wrote a ticket for my Turn signal Blinking to fast on my 57 Chevy that was on the Highway between Lompoc and Solvang. A week later he wrote another because my traction bars hung lower than the drag line That was near the Prison towards Vandenberg. The next time he wrote me a ticket for the License plate light was burnt out, out buy Vandenberg Village. A Couple weeks latter he claimed but didn't write me a ticket that I couldn't have 7 people in the Car. I got tickets for 28 in a 25 zone. I got another for not signaling 100 feet before the intersection. I got tickets for running gl*** backs. I even got a ticket for laughing at my friend getting a ticket. They finally transferred him to Santa Barbara It made my life a lot easier. I think he really enjoyed giving those tickets, He did the same thing to my brother . So Maybe this cop is his Grand son.

    as far as cali goes, if you keep electing the same kind of people or party it will only get worse. it has been for along time.

    NEVER have I seen so many CHP's on 101 Hwy~I got pulled over and yes...got a speeding tix on Friday on my way to Solvang show. *****. Oh well, I was guilty and I guess he did do me a favor by stating 80 vs. the 90 mph I was actually going oh and he even changed my headlight fuse in the Tahoe. That is what traffic school is for I guess.

    In reading this and understanding the law, the CHP have alot more authority than they enforce. I have several ricer guys here at work who are stopped regularly, one has a really nice honda (relatively speeking) with all the carb legal stuff on it, (supercharger, header etc) and it has been to a referee several times to get tested. He has resorted to a book with all the part exemptions and statements from the referee's due to getting pulled over and inspected by cops trying to impound his car. His book of EO# exemptions and statements has all but eliminated his problem and helps when he does get pulled over.

    The CHP and local cops are targeting the ricer crowd for modifications and are getting very knoledgeable on dealing with them (carb cl***es).

    What this means for us in the years to come is we have to be able to deal with it. It is a given fact that if the part doesn't have a carb EO# no matter what year after 1955 it is on it is subject to question. Now many of the exhaust systems and other parts we use have an EO#. Most of the things that make HP like cams, heads, intakes and carbs look very simmilar to the stock components and will p*** as such. We just may have to put together a little book with the EO#'s to show the officer. This also in a polite why tells him you know the law and are law abiding. Just remember most cops have very little knoledge in this area and big egos, handle accordingly. (Yes sirr, no sirr, it is legal... here is my book)


    Just know they can and will stop you and look to see if you are compliant expect it and get used to it.
