You have to take a complete car to the state partol and have it inspected. It has to be 100% complete. They will inspect the car and take the number off the frame. Then after three years if the car is not reported as stolen, you will recive a clear WA state ***le.

The way I read the law you probably don't have to complete the car, but it does have to have most the pieces in place.

Don't worry about no fenders, a few years back Wa. p***ed a law allowing cars with no fenders to be used on "dry" days ( no rain ). Loud pipes: maybe trailer it to the inspection, they don't do a drive test.

  8. Do not get it inspected!!! This will be the biggest h***le from day one. Just ***le it through these guys. Its the best $120 you will ever spend. I had a 1929 Whippet that took all of 3 weeks to get a ***le for. I have friends that had their car inspected and it took them many trips and big bucks to get it ***led and then the new vin that they got did not match the frame. They issue a new vin plate that is but ugly.
Use these guys!!! These people are fast. It took 2 weeks and I had all the info for the Dept of Licensing. There should be thread that is locked at the top of this page about how to ***le your car at the top. I have answered this same topic at least 15 times on this site.

Car does need to be complete usually. Otherwise find a ***le that is close (say Idaho) and have it transferred. Idaho only keeps records for 7 years so you should have no problem.
Guys, this 3 year waiting is a bunch of Bull. I've done 3 cars now. Ya'll on the west side are getting screwed LOCALLY. Kind of like the tabs and having to pay for the train.
