This was published in my local NC paper yesterday...Seems the NCDMV in Raleigh is taking a serious look at ***les/registrations of hotrods ...There was a post recently of DMV officers nosing around shops ,checking ***les ,etc.....Sorry about the ****py copy ,but my local rag is a poor excuse for a newspaper!!! when I baught my '61 galaxie, I had to go to charlotte to have them check my vin number. It was clean, and I checked it when I baught it, But I had to drive all the way to the dmv just so they could check it. I had no heat in the car, it is in the dead of winter, and they close at 10:00 in the morining! I call them and told them if they want to check it, they could come look at it at my house, to witch they replied, if they don't check it, I don't get my ***le! so I waited a couple of monts, 'till we go a warm spell, and took it up there. The whole thing took about 2 Mins. I was just pissed I had to take it all the way up there to do sometin' I had already done! Now I have just baught my '29 raodster, I'm worried about what will happen now!
I just did all the paperwork on my 59 Monday, I did it in Wake county and didn't hear mention of anything about this....
someone told me there was a fire at the main dmv office in like the late 60s to 70s... and lots of the old information was lost so ***le information was already hard to come by...
****, I'm in Shelby and just about ready to register the pile of parts that go together to make up my Deuce 5 Window. I bought a ***le from one of the places that advertises in a well known publication, the ***le is a NY ***le. I've already had the vin number for this ***le stamped on the rails...now this **** comes along. I haven't contacted DMV yet, wonder if I should go forward with the plan to try to use the NY ***le or try something else like getting it registered as a "special construction"?
These DMV people are getting out of hand, it's as if they are trying to make sure old cars can never see the road again.......hmmmm.
The story goes ( it was in the paper ) ... A higher up DMV supervisor did a friend a favor and got him a original 37 Ford ***le for a 37 fibergl*** car. Some how the whole thing got out and now DMV is on a tear for all old cars. A friend in Concord had the Highway patrol come to his place and look @ all of his old cars and the papers on them. He has 4 32's, 3 or 4 40's and a Ferrarri ... He was OK as all his 32 stuff is on original real 32 frames and ***les ... except one which was on a " special construction ***le " His other cars were OK too. When you buy a NY registration ... that same vehicle had a registration every year it was registed in New York ... so you knows how many vehicles are now registered ... in the USA ... on that one serial number.

The really bad part about calling any NCDMV office to ask how to register/***le a built hotrod is the confusion from them on how to go about it..Every time I've asked them a question ,I get a different answer from every person I talk to...Now that this has hit the fan , the odds of getting a correct answer will be even slimmer..... If anyone from NC has been through this recently ,please speak up as to who from or how to get the correct info Stan
This is actually many months old and there are a few other threads already on here about it. It's nothing to worry about if you're stuff is legit and you're not trying to ***le a bunch of new parts as an old car. Already talked with a DMV officer about it after it came up the last time. It's mainly aimed at 40's and earlier cars from his description of what they're doing.
no, it's us who are getting out of hand, read up on the new york registration as mentioned above. i'm not crazy about the cracking down, but it's because people have been abusing the system and it's catching up to us. we in the old car hobby have been very lucky so far to have it so easy for so long, look at motorcycles, you DO NOT buy a bike frame that doesn't have a clean ***le with it, or a motor without numbers stamped on it. you may consider it a nuisance, but remember this works in your favor when YOUR hot rod gets stolen, and then you see it parked at a show with a new "old" vin tag pop riveted on.
well said RAY.. do it right ..or go home Absolutely, I'm all about wanting to Do It Right. I don't need the h***le of messing around with a ***le that may raise su****ions, or worse. And the point about do***entation if it is ever stolen is well taken. The problem is that no one at the NCDMV seems to have a clue as to how to Do It Right. It's frustrating to say the least!
I have been told that they (DMV) were checking cars at the Fall Charlotte AutoFair. Anyone else hear of this.

I do not live in NC any more ... but years ago ... if you had recipts for all your parts ... you could get a " special reconstruction " ***le . The patrol came out ... looked at the stuff and the recipts and then issued you a special number . This may have changed now with all this new intersest in old ***les ... and NY registrations.
which is a very valid point, and it happens everywhere. every state has SOME way of acquiring a ***le for a car that no longer has one, it's just a matter of how many bureaucratic hoops you have to jump through. there is no NEED for switching ***les, etc. it merely happens because people want to take shortcuts to avoid the DMV confusion. the problem is usually a dmv counterperson who hasn't dealt with the situation before. it probably doesn't help that practically ALL(not me of course!) of us lie on the purchase price of used vehicles on our paperwork, because if we paid more in taxes, the government would just waste it on something frivolous, like a DMV office fully staffed with knowledgeable people. i propose a flat rate "special situation" surcharge, basically the cost to have at least one person on duty in each dmv office who specializes in the odd stuff we deal with. we'd ***** about a fee of $50 or $100 for this service, but look at all of the questionable ***les and registrations that trade hands for hundreds of dollars, or much more in some cases.
I think it depends on which office you are dealing with, it's gotten worse since they privatized most of them. One suggestion, do as much research on the codes as you can, and don't throw it in their face, very politely explain that your interpretation of the rules is different if you don't agree. You can still get "historical do***entation" that may help, but you may still get a visit from an inspector. This is still an option....
You can still aquire a "bonded" ***le in NC. If you have no paperwork to prove ownership you can purchase a vehicle bond (similar to an insurance policy) and a provisional ***le will be issued. The vehicle will be required to be bonded for 3 years during which it may not be sold or ownership transferred. After 3 years a standard ***le is issued. I guess the 3 years is to give any previous owner time to ***ert claim.
this is what i was told to do from the great state of Michigan apply for a "lost ***le" and Bond it for up to 3 years..that way you and your investment are protected. I have yet to accomplish this task, because my project looks like a bunch of parts laying every where..my numbers are good, just no paperwork
be glad you are not in the state of ohio and try and use that east coast ***le/registration.a friend of mine in tiffin bought one of those and tried to use it for a project of his.he got a visit from the state highway patrol.they are very aware of this practice and what it boiled down to was he had to confess what he had done and be available for future prosecution,or they were going to confi****e anything that he did not have a receipt for.scared the **** out of him...be careful
This issue has really got me going since I will be faced with getting a ***le soon. I have spent most of the day digging around the internet for specific information to North Carolina and came upon the following link that others in the same situation may find helpful. This is the 2006 revision, which may or may not have changed since then. Section I, Chapter 7, pages 5&6 have information on registering a custom built vehicle.

They come to my shop months ago and had me jack up a customers obvisosly all steel '47 Chevy to get under it looking for the original Vin # on the frame because it had a NCDMV issued plate that they put on after the guy had done the 3 year bond deal. They are wasting there time on **** they issued! I have never had any problems getting a special construction ***le long as you got a box of receipts. Same **** that happened in Ca. awhile back, stopping people from ***ling plastic cars as real '32's
Here's a follow up to this from an article in my local paper today... Antique and custom-built vehicles presented for first-time ***ling and registration in North Carolina must now be reviewed by a local DMV inspector. The new process will not affect vehicles already ***led in the state. The cars will be personally examined and photographed by a DMV License and Theft inspector. The inspector will issue a report, collect fees and out-of-state do***entation, and fax all the information to the special ***les unit at DMV headquarters for approval. If approved, headquarters will notify the inspector to issue a 60-day temporary tag for the vehicle. Following further examination and research by DMV, the requested ***le and plate can then be issued and mailed to the customer. Antique cars must be at least 35 years old from date of manufacture. Custom-built is defined as vehicles completely reconstructed or ***embled from new or used parts. The DMV issues about 20 tags a day for antique and custom-built cars. A list of local License and Theft Bureau offices is available at www.ncdot.org/dmv. Click on Office Locations on the top menu.
Don't live in NC but have had to register cars in a couple of states with various types of ***les or bills of sale. I don't mind abiding by the law. That's not the problem, the problem is that the DMV employees don't know the law. Give it to me in writing and then stick with it and I'm good. Not only do you get two different answers from two different people, you get two different answers from one person on two different days. Plus the majority of them are not only stupid but proud of it.
This also doesn't apply if you aren't ***ling them as antiques or custom-built. Though the may still want to inspect the car. I don't ***le mine as antiques anyway...
