Flathead Intake Date Codes???

Would this be a date code on this late 1930's factory Ford 2 BBL Flathead Aluminum Intake? It is cast on the underside of the intake and looks like this: 8-25-36 with a big dot or either end.

Also, a second question. What is the small hole that appears to access the EGR part of the intake for?
