    Looks like it has undercoating on it so I would guess it goes under a car. Still dnn't know what it is.

    I'm telling ya... it's for the tie rod... to keep it centered... a stabilizer.

  8. We have a winner!! I call it a " Tie rod anti wiggle doohickey" but steering stabilizer will do.
