How to: evaluate and start an engine that's "It ran when I parked it" (4-5 years ago)

I've got a line on a 261 Chevy that's been rebuilt (second hand information). This engine is in a truck and hasn't been started in 4-5 years. What's the flow diagram for evaluating the engine's condition and then starting it for the first time?

All pardons if this issue has been tackled before. I've done some searches and came up dry, if anyone can lead me to the promised land, cool.

    Thanks to all, Cosmo.
