Helping out cadillacoffin. Here is the picture in question.

 

That's a tire breaker for an early demountable clincher style split wheel. The rims are hooked in the fingers of the tool, you crank the handle, and the tire "breaks" off the rim. Their really a slick tool on the bigger early cars, mainly late teens and early 1920's.
