Progessively finer and finer sand paper, starting with 1200. Then, progressively finer rubbing compounds. Should clear it up quite a bit.

Motorcycle windshield polish for lexan (3M I think, avail boat or motorcycle shops) seems to work great for surface yellowing.

I bought some headlight cleaner/polish on ebay once for some clouded plastic headlights on my wifes car.
It was a 3 step process and worked great.
I made sure to check the feedback before I picked a seller though.

I have used Lazer5000's method above too.
I used it for my clear Comet turn signal lenses.
After polishing I shot a little clear on the lenses.
Was a lot of work, but they turned out looking like new.

I'd be scared to touch them with any kind of sandpaper.

I had some plastic headlights here from an old Talon that were almost Cheeto-orange and I polished them with the same buffing compound I use on paint (Wizards Turbo Cut) and a rag, came out like new and wasn't hard at all. Wizards works good to clean rusty chrome too, doesn't scratch like steel wool. A 32oz bottle is like $18.

fine paper, then polishing compound like lazer said

  7. Yeah- second that, too.
Plastic is basically the same stuff as paint- it can be sanded and buffed much like a modern acrylic urethane clearcoat-- just not that much difference between the two..
