Senator George Runner is the only one so far that is responding with his letter, he states he is opposed. I suggest we all send him a thank you for opposing A B 3053 and working to defeat it. If he gets a lot of thank you's from us, he will be convinced he is doing right by "the people". You can just just use the reply button on the response you recieved from him. I sent mine.

  3. This is true BS and political sleeziness. This would require vehicles that were never intended to be smog checked to be inspected. If you don't pass current some city ordinances or laws could force you to crush your car. If you can't pass smog checks you can't register the car. Can't register your car and it is now an illegal motor vehicle that can be confiscated.

It says 15 years and older.. NOT 15 years and older to 1976... It shows NO limit on vehicle age.

Cars, legal or not, licensed or not, may not be confiscated.

Yep, got that yesterday and emailed everyone with an address to urge them to vote no because it does absolutely nothing to enhance the air quality of this state, which is what the intentions are. God, politicians just absolutely suck the big one.

  6. Better check your city ordinance. Burbank has one on the books that says they can impound your vehicle if it is not legal and registered and if I remember correctly, the current smog law states that after a certain amount of failures to meet smog standards you gotta crush it.

My neighbor had to fight this a 2 years ago when a city inspector turned him in for what he called JUNK cars. My friend had to prove all 6 were registered and insured or they were going to be impounded. If you can't pass smog, you can't register the car. If it's not registered, you can't insure it. That makes it illegal... How this effects race cars may be interesting.

it is ok, you too can vote for the Chicago machine politician that is about to nominated.

And if you follow internation law at all, you will have noted that it is now legal for the majority population (of different ethnic or national identification than of the remaining population) that is centralized in a specific geographic location to cecede from that country in order to become part of another country or to its own entity.

This means all the mexicans in Texas can say (under international law) lets vote to cecede from the US and make it part of mexico again, and it would be recognized under international law (anyone heard of Kosovo or South Ossetia).

    Emails going out.

When I called Roy Ashburn's office, a real helpful, friendly guy answered the phone, asked what I was calling about and listened for a second and replied with "I think you'll be happy to hear that Senator Ashburn is VERY opposed to this bill and the way it came about".

    update
    Dear Mr. Hunt:

Thank you for your correspondence expressing opposition to Assembly Bill 3053 (Jones), which requires vehicles 15 years or older, except for pre-1976 model cars currently exempted from smog checks, to undergo annual, instead of biennial, smog inspections.

Last week, the bill was amended into this version. I oppose it because it seeks to justify doubling the cost of complying with Smog Check on a vast segment of the vehicle fleet under the supposition that statistically these vehicles are more likely to fail, or once repaired, more likely fail again at a later date. This argument seems to be predicated, at least statistically, on the philosophy that these vehicles are guilty until proven innocent.

AB 3053 is scheduled to be heard in Senate Appropriations Committee sometime this week. You may monitor the progress of this bill at www.sen.ca.gov/runner.

Again, thank you for taking the time to share your concerns with me. Please do not hesitate to contact me in the future regarding legislative issues of concern to you. It is an honor to serve you in the California State Senate.

    Sincerely,
    [IMG]
    GEORGE C. RUNNER, JR.
    Senator, 17th District

    It got REJECTED!
Old Car Emissions Exemption No Longer Threatened
    in 8 California Counties

Congratulations! The California old car hobby convinced California Senate legislators to amend legislation (S.B. 1549) that sought repeal of the state’s current emissions test exemption for pre-1976 vehicles registered by new owners in the San Joaquin Valley Unified Air Pollution Control District. The District includes eight counties in California’s Central Valley. Under the original bill, after Jan. 1, 2009, new owners seeking to register a pre-1976 vehicle in these eight counties would have been subject to emissions tests for the life of the vehicle. Under the amendment, the repeal language was removed and the bill instead now requires the DMV to study the state’s special license plate programs and recommend improvements.

  21. That is some great news we got a while back but unfortunately is not the issue that was brought up originally here by KIRK! We are still fighting AB 3053 !!!!

Here is good news from SEMA SAN
    **********************************
CALIFORNIA BILL TO REQUIRE ANNUAL EMISSIONS INSPECTIONS FOR OLDER CARS FAILS . . . AGAIN!

The SAN defeated California legislation to require annual (rather than biennial) smog-check inspections for vehicles 15 years old and older. The bill would also have required that funds generated through the additional inspection fees be deposited into an account which could then be used to scrap older cars. In an effort to sneak the bill through in the closing days of the legislative session, California Assemblyman Dave Jones amended a completely unrelated bill with the annual smog-check inspection language.

While pre-'76 motor vehicles would have remained exempt under existing California law, this proposal ignored the fact that vehicles 15 years old and older still constitute a small portion of the overall vehicle population and are a poor source from which to look for emissions reductions. This latest action represents the second time the SAN was able to defeat this legislation.

Special thanks to the countless enthusiasts and car clubs whose quick and powerful response to this harmful bill prevented it from moving forward.

Dodged a bullet....thank you for doing your part. Have to stay vigilant. Put SEMA site on your computer favorites and check it once a month for new attacks.

  27. Pat, curious where you found that. i just looked at the SEMA SAN site using the link above and could not find that info. I also looked at the State legislature site and it shows the bill still pending. http://www.leginfo.ca.gov/pub/07-08/bill/asm/ab_3051-3100/ab_3053_bill_20080826_status.html
I hope you are right but i can't find that.

I got that in an Email from SAN this afternoon. I don't think their site has been updated yet. There is mention of a previous bill regarding 8 Central Valley counties. The Senate.CA.GOV site on AB3053 has not been updated yet either. Must have just happened this morning.
