To my knowledge it is just the near stripped body I'm guessing sitting in the guys front yard, no frame or running gear.
I hope you are able to save the car before the city goes after it but if they get it let me know. I don't live in Joliet anymore but did grow up there. My good friends dad works in the city garage and operates the tow rig.
As a last resort if the HAMB fails...you could always just call a towing company up and explain to em your plight, have it towed and stored at their yard....be better than city impound no? Least you would know where it is...and they would be responible for it whilst in their yard...I'd pre-pay with your credit card (if possible)...
The only issue with having the city remove it is what they can do with it. One of our local, and largest, impound yards is also a licensed wrecker. They have a crusher. If its a county or city impound for eyesore, public nusiance, or anything else written up by Zoning, Building and Safety, etc... It can and does go right into the crusher. I know these guys well, and they do not care what it is. In it goes as soon as the truck dumps it off. I would be calling the guy with the car to get the # of the city people that are ticketing him, and call them yourself. That guy is a **** for not pushing it back in the shop for another week. And I'd bet he has another buyer lined up for it. Good luck Kent!

I'm on the NW side of Chicago and if you get SUPER desperate, you can squeeze her in my outdoor car port until you can come and get her. The only thing is it would have to get towed to my house and I do not have access to a trailer, but it would be behind a fence, but out in the elements. If you really need a spot for a week, let me know. It will be free of charge of course since you are a fellow hamber.
Update: Steve and his buddy Tim are going to try to get it tomorrow AM. I'll post if it does indeed happen. thanks much to you all keeping this thread (and car) alive. Kent
If they need a place to store it, let me know. I have a little room in the shop for SHORT term. I can get a wrecker to go get it any time.
I live in NW Indiana ...I have a spot for you. It could also shorten your trip Let me know if I can help.
We have the car so you can come get it whenever you can. This guy that had the car has a 100 year old three story factory full of studebaker parts.
