I saw this on I-75 heading North through Kentucy. Looks like someone got themselves a cool start. What is it?

Looks just like my '37 Chevy P/U

 

It has been on e-bay a couple of times. It was located in Tenn. I wish I had some of the parts off the two trucks this guy had for my 37 truck. It had a buy it now of $3500.
