can someone tell me what it means?

700*14*31 out writen on some wolfrace wheels.

7 inches wide. 14 inch diameter. 31 thousandths out of round.

I always wanted Wolfrace wheels back in England, had to settle for Cosmic Superslots which were really kinda different, now they're rarer and cooler, go figure.
