Ok i am painting my valve covers in one shot. Can i let it dry for 1 hr and then do a 2nd coat? Or do i have to let it dry for a week?

1 hour is fine. Depending on the weather, within 2 hours is OK.
Wait too long, and it will wrinkle.

I regularly paint over 1-Shot after waiting 24 hours. No problem.
Anything between 2 hours and 24 hours, you might be pushing your luck.

Of course, temperature, and humidity, also influence drying time.
