Help Identify an old dash cluster

I found this old dash cluster out in my garage and I am trying to identify it. There is a stamp on the top APR 16 1964
There is a stamp on the clock of A MAR 25 64

On the clock:
PAT'D.U.S.A.
2542430
2859029
OTHERS PENDING
WESTCLOX LASALLE, ILLINOIS
MADE IN U.S.A.

Any help out there?

Thanks for the answer, it's all coming back to me now. Several years ago I built a 64 Chevelle road race car for a Swedish guy and this must be a leftover...
