Saw this in my RSS Feed, thought it was relevant. If you want to be legal in California, they're now providing an alternative to snagging one of the 500 exemption permits for specially constructed vehicles, but it means emissions parts on your hot rod and doesn't sound like it will readily accommodate vintage engines. I definitely would love that weather, especially right now, but my house payment for a three bed, two bath, 2.5 car garage in a pretty good neighborhood is less than a thousand with taxes and insurance. At least we get six months of good weather. California, it's a nice place to visit, but I couldn't afford to live there.
"Specially Constructed Vehicles" do not pertain to 99% of the cars on the HAMB. These are cars and trucks that do not have a valid ***le, and the DMV needs to call them something. No worries. Yes Mazooma, we should end up about 70 degrees down here today as well!
I agree that this is more about Cobra kit cars and fibergl*** coupes ala Boyd, but the people building Roth-esque one-off creations and Brookville roadsters (whether you like them or not, there are HAMBsters building them) have to do something to ***le their cars and perhaps some of them would like to be legal about it. -Dave
so now in order to get a ***le for a car with none, except those 500, you need to conform to cali emmisions laws? glad i live in north id with no emisions laws..... i would think this would apply to old cars with no ***le's when you go to the dmv to get one... right??
The scenario. You find a cool original Duece frame in a back yard, a nice 30 model A body bought for cash at the swap meet and a bunch of parts off of the HAMB. You put it together, runs good and you want to drive it. But you have no ***le and you live in California. Guess what, you will be in line January 1 hoping to get a special vehicle licsense. No, you cannot just buy a ***le from one of those dealers, it is not legal here and besides, some are in prision for that. So, now what? And all of you who think just because you don't live in Calif, you do not have to worry, just remember as California goes, so does the rest of the nation.
Here in Missouri you have to have an authentication number from the kit car makeror you have to ***le it as a new car subject to new car emmisions. Non or lost ***led originals have to be inspected and authenticated by model year by the Highway Patrol both for safety and for parts or the car being reported stolen. Right now they are pretty cool on home built stuff, and will issue a ***le of the year you need. But the wind can change at any time.
Precisely, state legislatures copycat one another. First this could spread to the states following California's emissions standards and ultimately to other states that don't meet the national air quality standards and need to be seen as doing something about it. Or even states that just don't have a cohesive program for ***ling home-built vehicles and are seeking inspiration. I would anticipate some of the states not even bothering with a companion program of 500 "***led-the-way-it-looks" permits. -Dave
I've wondered how the 500 ***les for new builds are distributed. How many do Brizio and SoCal get? Do the home builders get a chance? Is it a lottery? I'd like to know. The FOGGER

Building your own car out of swap meet parts does not make it special construction. If you ask the DMV, they don't know about old cars and will screw you like that. Get a frame with #'s or an engine with #'s and if they are clear in the system, you can build a car around it. Get a DMV service to help get it tagged. Registered as a 20's,30's 40's, 50's, 60's whatever it is. Totally proper and legal, no moral issues to compromise. I've done it many a time. That smog deal goes for cars and bikes that go get a # ***igned by the DMV, and yes they must comply with the smog requirements of the year of the engine in it. The smog cutoff is 75 and earlier.
So clear this up for me, in your hypothetical if I were to buy a Speedy Bill complete Deuce kit (just picking something that seems to be complete as sold and without any '32 Ford content) and a '50 Oldsmobile V8 (this being the only old part on the car), and combine the two, the California DMV would allow me to register that as a 1950 Oldsmobile? Or a 1932 Ford? Do you have a way to check ahead of time if your numbers are in use, or is it just a gamble? -Dave
Anyone have firsthand knowledge of how they are in AZ with home-builds? I am just putting finishing touches on my '30 roadster and need to get it inspected and ***led. It was pieced together over the course of 3 years from parts collected over 25 years or so (Give or take....LOL). TY-All MIZ
