there was a time. i had someone ask when i was running a tire shop in cali. i talked to the manufactures and the guys at Eagle Alloy told me that someone used to make them, but it was a short run simply because of weight ratings. They were all standardized at 16 and 16.5 to force larger trucks into applying appropriate rated tires. You may want to look into the old factory and conversion companies that were putting out minitruck duallies. Toyota and nissan did for a fact, but others i am unaware of. Also, may be worth your time to check into the smaller older motorhomes with dual rears. Good luck...
Those little Toyota trucks that are duallys have 15 inch wheels, alot of the landscapers here use them!

The little Toyota duellys (motorhomes) have small duelly wheels with a 6x5.5 bolt pattern but the ones i have messed with are not 2 wheels they are one wheel with 2 tires on them, like 2 wheels welded together and some are 14". The Datsun/Nisson motorhomes ch***is also have them.
JC Whitney used to sell dually wheels to convert std pickups. Don't know if they still do as I haven't had a catalog in a while.
I got a 70 C-30. it had 16.5's. Now has 16 inch tubeless. It's the smalest rim that will fit because of the brake drum size. These are the normal 8 lug.
