Sometimes when you have alot of blowby it won't smoke, the blowby will push the oil down and keep it out of the cylinder. I have had worn out engines that didn't smoke at all exept out the breather cap and would even blow the dipstick out.

It looks like time for a rebuild. I would check that cam for wear. You have to turn the engine upside down to pull the cam because the lifters are mushrooms and go in from the bottom. The pressure should really be at least 120-130, its a short duration cam. Maybe a bent pushrod? Any number of things can do what you describe. But the blowby is bore and rings. Many times when an engine sits there will be a very light pitting where the rings have sat. You can barely see it sometimes, it will look like a smudge. There can be a pretty fair leak there with a very minimal appearance and that pitting will be on the rings too. This could explain the generally low compression, it might just be worse on #2. I have brought a few back from sitting, and the track record for needing major repairs is pretty common.
