Kinda O/T. What is this test/race track in California hidden off the beaten path?

I found this some time ago and have come up empty on what this track is out near California City. It has a big what I am guessing is 2.5 mile+ oval, road course, and motocross track(s) that I can make out. Heres the google earth information paste it in on google then hit maps.

Test track for new vehicles?

 

It used to be Hyundi's testing/proving grounds. Not sure if they still own it or not. It has been used by other auto/motorcycle manufacture's too. It is not open to the public. It's been there for about ten years or so.

Huh, wonder if they still use it, of if its going to be open to the puplic soon??

 

That would depend on the original conditional use permit when the track was built. To change it use there would be meeting, public hearings ect dealing with sound issues and traffic flows ect.
