I got a lot of my stuff from Pirate Jacks, pretty cheap too. I got the actual disc brake kit from Speedway. I was doing a 1948-52 though.

As a general rule, as long the master is sized correctly and the pedal ratio is correct, a booster unit is not necessary. That said, power ***ist (vacuum or hydraulic) will reduce pedal pressure and can reduce pedal travel. Aside from driver comfort, the reduction in pedal pressure becomes important only if the vehicle in question is heavy, is used for towing and the towed vehicle is brakeless, the vehicle is operated by a 98 pound weakling, or to cover up excessive pedal pressure resulting from mismatched components.
Not being able to "lock up" the brakes with foot pressure of the driver means something in the brake system is not sized properly or there has been a mechanical failure of some sort.
If you do not know how to size the master cylinder bore to the caliper/wheel cylinder bores, adjust pedal ratios to get reasonable travel and pedal pressure, address front to rear brake bias, or what components will adapt the most easily to your particular vehicle, you might want to get some help from a knowledgeable local hot rodder to lead you through the labyrinth.
